The plans presented to the state panel focused on two areas that are less-prized locations. One location is in the southern part of the state neat northern Pennsylvania and the other is near Albany. There were various strategies that were used by casino operators vying for a license.

One of the potential developers for a casino license is Hard Rock International. This was the biggest of the companies to present to the state panel. The company used is brand and image as a selling point. An assortment of 16 developers are competing for the four casino licenses that are available in New York.
